Request Project Baseline Allocation
Overview
If a project within the Choco JNR FREL Area seeks to nest under the Choco JNR FREL, the proponent must submit a Project Baseline Allocation Request, similarly to if it was submitted to Verra if receiving their Activity Data under VM0055.
Project Proponent submits a REDD+ Project Baseline Allocation Request to the JNR Proponents to receive their allocated baseline. For grouped projects, a REDD+ Project Baseline Allocation Request must be submitted each time a project activity instance is added to the project. The REDD+ Project Baseline Allocation Request form is provided below. CODECHOCO will provide allocations to Project Proponents for a fee which shall depend on the size of the Project Area and whether only deforestation is to be included in the baseline or both deforestation and degradation. Details for fees can be found in the fees section.
Where the boundaries of the project area are altered during the validation or verification process, the project proponent must request a new AD baseline allocation using the corrected project area. The JNR Proponent may issue a revised AD Baseline Allocation Report that must be used to update the baseline GHG emissions.
This procedure ensures that baseline activity data required for the VCS Methodologies VM0048/VMD0055 and degradation following VM0006 (VM0007 or VM0015) is distributed transparently, consistently, and in accordance with the exiting JNR FREL for Chocó Region developed by the JNR Proponents. The details below outline the procedures, regulations and data management policies.
Scope
This procedure applies to project developers, organizations, stakeholders and other interested parties seeking access to baseline activity data (for deforestation and forest degradation) managed by the JNR Proponents for use in:
Existing REDD+ Projects in the Chocó Department needing issuance
The development of new REDD+ projects in Chocó Department
Understanding areas to allocate funds to reduce deforestation (for investors)
Conservation initiatives identifying areas of deforestation or degradation risk/biodiversity loss
The procedure governs the submission, review, approval, invoicing, and allocation of activity data associated with defined project areas.
Definitions
Activity Data
- Quantitative information describing land-use or land-cover changes within a specified geographic area, used in the calculation of greenhouse gas emissions or emission reductions. Activity data includes information on deforestation and degradation.
Project Allocation Report and Data (PARD)
- The report and data provided by the JNR Proponents to the Requester as needed to support the validation and verification of a nest REDD+ project. .
Requester
- An individual or organization submitting a request to obtain activity data for an area of interest.
Project Area
- The geographically defined boundary of a project for crediting, provided by the requester in digital format.
Leakage Area
- The is the leakage belt that is provided by the JNR Proponent following VMD0055 and this same area UDef/UDeg LB applies for ex-post monitoring of geographically constrainted leakage under both VMD0055 and VM0006. Provided to requester in digital format.
Roles and Responsibilities
JNR Proponents
JNR Proponents are responsible for:
Managing jurisdictional activity data
Reviewing PARD requests submitted by stakeholders
Verifying the eligibility of project areas for data allocation
Issuing invoices for approved requests
Delivering activity data following payment confirmation
Maintaining records of all PARD requests and allocations
Requesters
Organizations or individuals submitting a PARD request are responsible for:
Providing accurate project information as required for the application
Submitting a valid geographic boundary of the project area
Ensuring that the request complies with applicable use and distribution of data
Accepting the terms and conditions governing the use of the data
Paying any applicable fees associated with the data allocation

Data Provided by Requester
To initiate a PARD request, the requester must submit a formal request to CODECHOCO containing the following information:
Name of the requesting organization
Name and contact details of the requester
Organizational address
Email address for correspondence
Name of the project area
A KML file defining the geographic boundary of the project area or area of interest
Billing contact information for invoicing purposes
Project start date
Date of last verified carbon credits (if applicable).
The requester must also confirm acceptance of the terms and conditions governing the use and distribution of activity data.
Upon receipt of the request, CODECHOCO will acknowledge submission and begin the review process.
Review and Approval Process
CODECHOCO will review each PARD request to determine whether the requested activity data can be allocated for the specified project area.
The review may include:
Verification that the project area falls within the jurisdiction managed by CODECHOCO
Assessment of potential overlaps with other allocated project areas
Confirmation that the request complies with applicable program requirements
Following the review, the requester will be notified of the decision.
Requests may result in one of the following outcomes:
Approved
- The request meets all requirements and activity data can be allocated.
Rejected
The request does not meet the necessary requirements or cannot be accommodated due to jurisdictional constraints.
In cases where a request is rejected, CODECHOCO will provide the requester with an explanation where applicable.
Invoicing and Payment
For approved requests, CODECHOCO will issue an invoice to the billing contact provided in the request.
The invoice will specify the fee associated with the allocation of the requested activity data.
The requester must complete payment according to the instructions provided in the invoice. Processing of the request will proceed only after payment has been received and confirmed.
Project Allocation Report and Data
Once payment has been confirmed, CODECHOCO will prepare and deliver the requested activity data corresponding to the submitted project area. This includes the following data:
Project Level
Definition of forest used in FCBM construction, names of classes and class numbers BD (BD Section 2.5.4.1.2)
Definition of deforestation transitions used in activity data (BD Table 22, Appendix 1, Table 2)
Definition of degradation transitions use in activity data (BD Table 22, Appendix 2, Table 2)
Start and end date of the HRP;
Start and end date of the BVP;
Project Spatial Files – based on the project files submitted in the application
The UDef and UDeg Project Areas after applying any areas excluded from the JNR Area
UDef/UDeg Leakage Area for activity shifting leakage by geographically constrained agents after applying any areas exclude from the JNR Area or JNR Buffer Area this area is used under VMD055 for DG and under VM0006 for DG ex-post monitoring of activity shifting leakage due to geographically constrained agents

Excel file with the number of hectares transitioning by each pair of “from” and “to” classes that constitute degradation for each year in the BVP region, for the Project Area and Leakage Belt
The jurisdictional area potentially available for activity shifting outside the UDef/UDeg LB;
The jurisdictional emission factor for degradation transitions due to land cover transition in areas available for activity shifting outside the UDef/UDeg LB.
The requester will receive notification confirming completion of the request and instructions for accessing the allocated data.
Upon delivery of the dataset, the PARD request process will be considered complete.
Record Keeping and Terms and Conditions
Record Keeping and Terms and Conditions Governing the Use and Distribution of Data
CODECHOCO will maintain records of all PARD requests, including:
Request submission details
Review outcomes
Invoices issued and payments received
Data allocations delivered
These records will be retained in accordance with applicable institutional data management policies.
The Requester must confirm accept the following:
The data is only used for the specified project
The data is not shared with other entities/projects.
